"You can say 'no' to the US"

Former Defense and Foreign Minister, Prof. Moshe Arens, said on Monday that he believes it is possible to refuse US requests regarding the construction freeze.I'm all in favor of standing up to the US and not extending the 'settlement freeze.' But why didn't the government in which he was Defense Minister do the same in early 1991. Or is he perhaps being regretful that he and Yitzchak Shamir did not stand up to the US ten, because the result was the Madrid Conference and Bush I putting a stop on the loan guarantees?
Speaking to Arutz 7, Arens said: "The Americans respect us when we stand up for our principles. They do not respect capitulations."
Hmmm.
